Rightly the Govt. has decided to push back any reform of the criteria for eligibility for education, health and care plans (EHCPs) until the provisions for children with Special Educational Needs & Disabilities (SEND) is improved & expanded in mainstream schools.... whether this is the answer is another Q. but at least this is being done before reforming EHCPs.
However, this is not a problem or issue that is going to go away.
