We can no longer reliably extrapolate from long-standing precedent about how the government operates, or how it responds to tax resisters, to anticipate the near future. While past tax policy changes have been slow, gradual, and predictable, near-future changes are likely to be abrupt, arbitrary, and unstable. This will present American tax resisters with new challenges but also new opportunities.
