We can say that political decision-making power means you have a vote or you have control over what is chosen politically.
Ask yourself what economic decision-making power is. It’s the ability to choose to purchase something.
At base, if an individual does not have any income, they have no decision-making power in their lives.
This is why everybody should have some sort of basic guaranteed income
