Yes, David, this stuff takes time. However, it is clearly having an impact, first with consumer facing goods like alcohol. Canada also targeted intermediary goods which take more time to have an impact.

This is true, but Canada has the advantage of biding its time as well in the kinds of goods it exports.
Given the looming #TrumpRecession, it would be awful if Canada imposed export tariffs on raw and resource goods like energy, softwood lumber, steel, aluminium, etc. and used the revenues to prop up those industries while adding to the US Economic hurt!
