But that won't help one bit, if people aren't charged and prosecuted. And that won't happen if we don't end the culture of silence and stoicism, that prevents charges from being laid. I have neighbours that for whatever reason have caused first responders to fear for their welfare to the point that they will not attend to their residence without the police.
This is in a rural area with only a couple of police on duty at any time, so sometimes it take a while for them to respond.
There are children who live at that residence.
We rely on a volunteer fire department.
A few years ago, they responded to a fire without a permit and the person responsible started firing shots at them. They had to sit back and watch their church burn down. Many of the volunteers and generations of their families attended that church.
What can be done?

Maybe if we first addressed the systemic issues that cause people to feel desperate, overwhelmed and 'snap', thereby becoming violent, we wouldn't need to charge and prosecute.
@SnowyCA And sadly, many of those who commit acts of violence are suffering from dementia and serious mental illness, and cannot (and indeed should not) be prosecuted and punished in the first place.
