In the case of hedge funds or just any consolidation of property, the tax law should penalize property ownership outside of individual use. There should be absolute limits on the number of buildings that can be held that I would say on the number of units that can be owned by an individual.
That would mean that incredibly large apartment buildings would have to become subject to a different ownership mix. It would include a public component.
