could you do some work on measures to mitigate rogue admins/moderators?

ideas include:

1. click to obtain records of decision making behind decisions to take down posts, hide accounts, suspend accounts - this requires that decision making to be recorded too

2. publish statistics on accounts most frequently reporting, to expose organised take-down campaigns

3. click to refer cases to independent admins on other nominated instances

4. automate GDPR requests
