"Coun. Gord Perks, vice-chair of the budget committee, said the issue is the city is still responsible for most of its infrastructure, yet receives the least amount of its residents’ taxes."

The learned helplessness when it comes to property taxes is frustrating.

The city has the powers to raise the revenue it needs, it just doesn't want to.

The city wants someone else to pay for it, same as it ever was.

Doug Ford taking over the Gardiner was supposed to ease Toronto’s repair backlog. So why is it growing in 2026?

Spending on the city’s 10-year capital budget is due to hit a historic high in 2026 — the second year in a row, despite the $9-billion “new deal” signed in 2023

"“Over the next 10 years, potholes, sinkholes, water main breaks — all of that stuff is going to become more frequent and more severe because the federal and provincial governments have handcuffed the city,” said Perks."

No Gord. Having your preferred method of raise revenue paid for by new residents, rather than existing ones, taken away is not a handcuff.

"Generally, the longer it takes to repair and build structures — existing and future — the more expensive they will become.

“So we wind up wasting money,” Perks said. "

This is exactly why you fund capital works with municipal bonds now rather than build a reserve fund for later.

However his preferred revenue source, 'greedy developers', have gone away so I guess we shouldn't need the money as 'growth pays for growth', right?
