The State of Hawaii doesn't really broadcast this, but after a lot of rain, the nearshore ocean is polluted with human and cattle feces and lots of other nasty run-off. We have thousands of cesspools on Kauai and many thousands of cattle. The county posts these brown water advisories but definitely does not advertise them widely.
